A Clean Air and Safe Drinking Water Compliance Specialist (Research Associate I Special) position is available with the Center for Environmental Management of Military Lands (CEMML). This position is located at Schofield Barracks, Hawaii, supporting the U.S. Army Garrison Hawaii Department of Public Works.
ORGANIZATION CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DOD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. RESPONSIBILITIES The person in this position will provide general environmental compliance support, with a focus on Clean Air Act (CAA) and Safe Drinking Water Act (SDWA) compliance, at U.S. Army Garrison Hawaii installations. The successful candidate will perform routine SDWA compliance actions including but not limited to updating monitoring plans, collecting water samples, submitting monitoring reports to the Hawaii Department of Health (DOH), and preparing annual water quality reports to the public. The successful candidate will perform routine CAA compliance actions including but not limited to updating emission source inventories, conducting visual emissions readings and dust monitoring, and submitting air permit reports to the DOH. As needed, the successful candidate will also be involved with other projects in the SDWA and CAA programs, as well as other compliance program areas.
MINIMUM QUALIFICATIONS The successful candidate must demonstrate U.S. employment eligibility. CEMML will not provide visa sponsorship for this position. A BS/BA degree in environmental/physical science, public health and safety, or a related field plus one year of relevant experience is necessary. This requirement may be substituted with an Associates degree and a minimum of three years of experience conducting air or water quality monitoring, sampling, or planning. The candidate must (1) be able to do fieldwork that may include bending and lifting at least 25 pounds, (2) have or be able to obtain a valid driver’s license, and (3) pass the Department of Defense background check for a Common Access Card.
DESIRED QUALIFICATIONS The applicant should have broad knowledge of state and federal regulations pertaining to the Clean Air Act (CAA) and Safe Drinking Water Act (SDWA). Experience conducting data analysis and writing technical reports as well as experience working with personal computers and conventional software programs (word processors, spreadsheets, and databases) is desirable. Knowledge of and experience with Emergency Management Systems is desired, as well as experience with environmental public outreach and coordination. The ability to begin work immediately is desired.
SALARY Continuation of the position is dependent on the receipt of funding from the sponsor for Clean Air and Safe Drinking Water Compliance efforts at Schofield Barracks, Hawaii.
