Requirements: A Water Quality Specialist (Research Associate II Special) position is available with the Center for Environmental Management of Military Lands (CEMML). This position is located at Port San Antonio on Lackland Air Force Base, Texas.

ORGANIZATION
CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DOD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

RESPONSIBILITIES
The person in this position will provide sustainable planning technical expertise in the areas of drinking water, wastewater, storm water, and tank systems to optimize performance, reduce operating costs, and improve environmental regulatory compliance. The successful candidate will support installation, regional and enterprise-wide water quality programs and initiatives focused on the Clean Water Act (CWA), Safe Drinking Water Act, and Resource Conservation and Recovery Act Subtitle I.

The successful candidate will provide expertise in pollution prevention and help to develop a training program for newly-deployed web-based tank and water permit management systems. He/she will review, analyze and validate environmental concept designs, scopes of work, reports, and other documents related to wastewater treatment and collection, water treatment and distribution, storm water hydrology and permit management, underground storage tank management, and above ground storage tank management. Tasks will include data collection, statistical analysis, enforcement action critical analysis, developing trend analyses and technical solutions, and providing recommendations for updates to CWA plans and to resolve water quality compliance challenges. Tasks may also include developing strategic investment plans to include, but not limited to, identification of strategic investment opportunities, preparation of project or funding bundling concepts, and execution of approved strategic concepts of operations.

MINIMUM QUALIFICATIONS
The successful candidate must demonstrate U.S. employment eligibility. CEMML will not provide visa sponsorship for this position. A BS/BA degree in physical sciences, engineering, public health and safety, management, or a related field plus three years of related experience, or a MS degree with one year of related experience is required.

The applicant should possess an understanding of and have experience in the basic environmental principals and regulations in current and emerging Clean Water Act and Safe Drinking Water Act regulations and permitting requirements. Familiarity with permit application and renewals, and water-related enforcement actions is necessary.

DESIRED QUALIFICATIONS
The applicant should have experience developing and presenting training materials. Knowledge of Air Force environmental regulations is desirable. Experience working in highly structured organizations such as governmental agencies, the military, or corporations, with established lines of authority, procedures, and protocols is beneficial. Experience with spill response is a plus. Knowledge of and experience with Emergency Management Systems is desired. The successful candidate must be competent in the use of Microsoft Office including MS Excel.

SALARY
Continuation of the position is dependent on the receipt of funding from the sponsor for Water Quality Specialist support.
