Colorado State University is an equal opportunity/affirmative action employer
Title: Research Associate III Special - Clean Water Act Compliance Specialists (CWACS/Various/4/13/14)
Employment Type: Administrative Professional
College: Natural Resources
Department: Center for Environmental Management of Military Lands (CEMML)
Salary: Salary is commensurate with experience and qualifications. Salary will range from $60,000 - $82,000.
Requirements: Colorado State University’s Center for Environmental Management of Military Lands (CEMML) has openings for experienced Clean Water Act Compliance Specialists (Research Associate III Special) to provide full-time on-site technical support at the following locations:
• Patrick Air Force Base, Florida
• Joint Base San Antonio, Texas

To learn about CEMML’s contributions to land management, our mission, vision, and values, visit http://www.cemml.colostate.edu/.

RESPONSIBILITIES
The candidate will manage Clean Water Act programs within the context of the Air Force Environmental Management System (EMS) and as implemented by the states and local jurisdictions. He or she will use independent judgment, observations and field reports to review and provide recommendations for updates to Clean Water Act plans (e.g., Stormwater Pollution Prevention Plans, Spill Prevention Control and Countermeasure Plans). The successful candidate will also review and validate concept designs, scopes of work, and other documents related to stormwater hydrology and permitting. He or she will provide technical assistance in management of domestic and industrial wastewater treatment and disposal to include toxic chemicals to ensure environmental compliance.

MINIMUM QUALIFICATIONS
The successful candidate must demonstrate U.S. employment eligibility. CEMML will not provide visa sponsorship for this position. Applicants must have a B.S. degree in environmental science, engineering, or a related discipline and six years of experience supporting water quality compliance programs. The successful candidate must have knowledge of and experience implementing Clean Water Act programs and water quality regulations. He or she must be able to pass the DoD background check for an AF Common Access Card (CAC). The applicant must have or be able to obtain a valid driver’s license.

DESIRABLE QUALIFICATIONS
A Master’s degree in a related field is beneficial. Desired qualifications include experience working in a highly structured organization and knowledge of Air Force Instructions, directives, guidance, and environmental regulations and processes. Experience conducting compliance inspections and environmental audits is preferred. Experience with the Air Force Enterprise Environmental, Safety, and Occupational Health Management Information Systems (EESOH-MIS) or other compliance tracking programs is a plus. Familiarity with stormwater modeling and stormwater permits is helpful.

The federal government and DoD require personnel who access their installations, buildings, and computer systems to have, at a minimum, a National Agency Check with Inquiries (NAC-I). Because the work of this position is physically located at a government/military site, the successful candidate will have a NAC-I performed. Candidates with existing NAC-I are preferred, as an existing NAC-I will quickly qualify the successful candidate to “process-in” for work at a government facility, work on a computer, gain the required access to designated government buildings, and obtain a CAC.

PHYSICAL REQUIREMENTS
The successful candidate must be able to walk over uneven terrain in inclement weather. The position also requires bending, climbing, and lifting up to 25 pounds.

SALARY
Continuation of the position is dependent on the receipt of funding from the sponsor for clean water program support efforts at Patrick AFB.

BENEFITS
Colorado State University offers a generous benefits package including 24 days of paid vacation leave, tuition credits, excellent health insurance (including vision and dental), and retirement plans with 9% matching.
