Requirements: Colorado State University’s Center for Environmental Management of Military Lands (CEMML) has openings for experienced Air Quality Specialists (Research Associate III Special) to provide full-time on-site technical support at the following locations:
• Joint Base San Antonio, San Antonio, TX
• Patrick Air Force Base, Brevard, FL

The associate will manage air quality compliance programs at the selected Air Force base. He or she will direct, manage, and participate in air permitting services and oversee reporting requirements of the Clean Air Act. The associate will prepare and review Clean Air Act plans and permits (e.g., Emissions Inventories, Title V and other Operating Permits) and will interpret regulation and rule applicability to include implementation of new requirements. He or she will coordinate, validate and review environmental data, and use independent judgment and insight to prepare recommendations and proposals to the military to improve air quality programs and influence installation decisions.

The successful candidate must demonstrate U.S. employment eligibility; CEMML will not provide visa sponsorship for this position. The successful candidate must have a B.S. degree in environmental science, engineering, or a related discipline and six years of experience supporting air quality compliance programs. Experience should include environmental compliance audits and inspections. The successful candidate must have knowledge of and experience implementing Clean Air Act programs and air quality regulations. He or she must be able to pass the DoD background check for an AF Common Access Card (CAC). The successful candidate must have or be able to obtain a valid driver’s license.

A M.S. in environmental science, engineering, or a related discipline is preferred. Experience working in a highly structured organization and knowledge of military instructions, directives, guidance, and environmental regulations and processes is desired. Experience with compliance tracking programs, such as the Air Program Information Management System (APIMS) database, is a plus. Demonstrated understanding of air emissions and emission reporting processes and permitting and familiarity with typical air-pollution emitting equipment and control equipment is desired. Bending and climbing may be required for this position.

The federal government and DoD require personnel who access their installations, buildings, and computer systems to have, at a minimum, a National Agency Check with Inquiries (NAC-I). Because the work of this position is physically located at a government/military site, the successful candidate will have a NAC-I performed. Candidates with existing NAC-I are preferred, as an existing NAC-I will quickly qualify the successful candidate to “process-in” for work at a government facility, work on a computer, gain the required access to designated government buildings, and obtain a CAC.

Continuation of the position is dependent on the receipt of funding from the sponsor for Air Quality Specialist efforts at Joint Base San Antonio, Texas and Patrick AFB, Florida.
