Colorado State University’s Center for Environmental Management of Military Lands (CEMML) has an opening for an experienced Environmental Compliance Specialist (Research Associate II Special) to provide full-time, on-site technical support to air quality, water and storage tank programs at Malmstrom Air Force Base, MT.
RESPONSIBILITIES The successful candidate will provide technical services in support of the Environmental Compliance Program at Malmstrom Air Force Base. Areas of support will include air quality and water quality programs (stormwater, wastewater), and the specialist will assist with maintaining compliance requirements and inventory for aboveground and underground storage tanks. He or she will be expected to support Air Force, state and federal environmental compliance and assist in preparation for inspections. The associate will collect and input data using tracking spreadsheets or programs such as the Air Force Enterprise Environmental, Safety, and Occupational Health Management Information Systems (EESOH-MIS), Air Program Information Management System (APIMS), etc. He or she will write technical reports, note challenges and field observations to project supervisors, and include recommendations for review. The successful candidate will communicate with all levels of management and workers to provide support to compliance programs. The associate will use observations and data collection to assist installation personnel in maintaining compliance standards.
MINIMUM QUALIFICATIONS The successful candidate must demonstrate U.S. employment eligibility; CEMML will not provide visa sponsorship for this position. Applicants must have a minimum of a B.S. degree in environmental science, engineering, or a related discipline and three years of experience supporting environmental compliance programs. The successful candidate must have knowledge of and experience supporting both Clean Air Act and Clean Water Act programs. He or she must be able to pass the DoD background check for an AF Common Access Card (CAC). The applicant must have or be able to obtain a valid driver’s license.
DESIRABLE QUALIFICATIONS A Master’s degree in environmental science, engineering, or a related discipline is desired. Knowledge and experience with tank programs and tank inspections, is helpful. Experience working in a highly structured organization and knowledge of military instructions, directives, guidance, and environmental regulations and processes is preferred. Experience with compliance tracking programs, such as the APIMS database and EESOH-MIS, is a plus. Experience with environmental compliance audits, inspections, and demonstrated understanding of air emissions and emission reporting processes are also beneficial. Familiarity with typical air-pollution emitting equipment and control equipment is helpful. Experience with permit review and writing is beneficial.
The federal government and DoD require personnel who access their installations, buildings, and computer systems to have, at a minimum, a National Agency Check with Inquiries (NAC-I). Because the work of this position is physically located at a government/military site, the successful candidate will have a NAC-I performed. Candidates with existing NAC-I are preferred, as an existing NAC-I will quickly qualify the successful candidate to “process-in” for work at a government facility, work on a computer, gain the required access to designated government buildings, and obtain a CAC.
PHYISCAL REQUIREMENTS The successful candidate must be able to walk over uneven terrain in inclement weather. The position also requires bending, climbing, and lifting up to 25 pounds.
SALARY Continuation of the position is dependent on the receipt of funding from the sponsor for environmental compliance efforts at Malmstrom Air Force Base.
