Are you an AFO?

4) If you answered 'yes' to both questions 2 and 3, you have an animal feeding operation (AFO).

About AFO's:

a) All AFOs are expected to develop and follow Comprehensive Nutrient Management Plans (CNMPs). This expectation comes from the USDA/EPA Unified National Strategy for Animal Feeding Operations, not from the state of Colorado.

b) All AFOs must use Best Management Practices (BMPs) to protect state waters and use manure in a beneficial way. There are a wide variety of BMPs with the following purposes:

Calculating animal units

5) How many of each type of livestock do you have on average at any one time (fill in Columns A and B)?

Calculate how many animal units you have by multiplying the number of head by the animal unit equivalency factor (fill in Column C using the table below) for each livestock type and then totaling the animal units (Column D).

Are you a CAFO?

6) Do you have 1000 or more animal units?

___ Yes                      ___ No

About CAFOs:

a) If you have 1000 or more animal units and are an AFO, you are classified as a Concentrated Animal Feeding Operation (CAFO) and these requirements apply. Be aware that new CAFOs may be required to acquire a Special Use Permit from the county before the operation is constructed.

b) If your operation discharges, or will discharge, wastewater or manure off-site for any reason other than having received a 25-year, 24-hour storm event (such as a chronic storm event), it should hold a discharge permit issued by the state's WQCD.

Swine operations

7) Is your operation capable of housing 800,000 pounds or more of live animal weight of swine at any one time?

___ Yes                      ___ No

If yes, then the operation is classified as a Housed Commercial Swine Feeding Operation (HCSFO). HCSFOs are required to hold individual discharge permits issued by the state's WQCD, and must comply with specific regulations that are separate from those presented above.
